You receive a written assessment covering:

  • Decision-maker and stakeholder map — who shapes requirements, and who signs
  • Honest assessment of fit: where your offering is competitive, and where it is not
  • A prioritised twelve-month engagement plan with named opportunities

Concludes with a ninety-minute debrief with your leadership team.

Why this exists: most suppliers entering this region spend their first year and a considerable budget learning what this document tells them in three weeks. It is designed to be the cheapest part of your market entry.

Synthetic Training Governance & Architecture Review
NOK 20,000 per day, excl. VAT
Structured review of how a training enterprise is owned, governed and integrated. Identifies where simulation investment is failing to convert into training effect, and what would have to change. Typically three to five days, delivered as a written review with recommendations.

Requirements
Requirements & Procurement Alignment
NOK 20,000 per day, excl. VAT
Support in translating operational need into implementable requirements — interoperability, architecture and lifecycle ownership designed in from the outset rather than negotiated after delivery. For customer organisations and for suppliers who need to understand what the customer is actually asking for.

Retained
Retained Strategic Advisory
NOK 50,000 per month, excl. VAT
Four days per month of continuing advisory access: market intelligence, positioning judgement, stakeholder navigation and an independent second opinion on live decisions. Minimum three-month term. The most useful arrangement for suppliers building a sustained regional presence. Additional days are billed at the standard advisory day rate.

Speaking & Facilitation

Conference panels, keynote addresses, industry forums and closed-door executive sessions on defence training transformation, LVC integration and Nordic capability development. Most recently a panellist at ITEC 2026 in London on training transformation, and previously author of the Chief of the Norwegian Army’s ITEC 2025 keynote address.

How Engagements Work

Introductory call. Thirty minutes, no charge. What you are trying to achieve, and whether I am the right person to help. If I am not, I will say so.

Scope and proposal. A written proposal with defined deliverables, timeline and fixed or day-based pricing. No open-ended arrangements.

Delivery. Work is delivered as written output, not billable hours in meetings. You get something you can circulate internally and act on.

Debrief. A working session with your team to test the findings and agree next steps.

Independence & Confidentiality

ELSC is independent. It does not resell, represent or hold agency for any supplier, and it takes no commission on any transaction. That independence is the product — advice that is worth having is advice that is not selling you something.

Engagements are covered by confidentiality as standard, and client-specific non-disclosure agreements are welcomed. Where an engagement would create a conflict with existing client work, that will be declined and the reason stated.

Travel and accommodation are billed at cost where an engagement requires it. Fees are quoted in Norwegian kroner; invoicing in EUR or GBP can be arranged. VAT is applied according to the client’s location and status.
